Let the housing starts in 2008 be 100% (1 500 houses). If 2009 fell by 46.733% then the number of housing starts are:

\[\dfrac{53.267}{100}\cdot 1500 = 799.005\]

Since housing starts can only be whole numbers, then they were \(799.005\)
